针对目前华中—华北交流特高压互联电网中特高压联络线呈现出较大的随机功率波动这一实际问题,结合控制性能标准(CPS)和T(联络线)标准的基本原理,提出了一种多区域互联电网主要联络线自动发电控制(AGC)的控制性能评价指标,简称MT指标。该指标能够较好地评价大区电网中各子区域(如各省级电网)对主要联络线功率波动控制的贡献。在此基础上,以MT指标为控制目标设计了抑制主要联络线随机功率波动的控制器。仿真结果显示,在该指标下设计的控制器能够很好地抑制主要联络线随机功率波动。

With the stochastic power fluctuation occurring on the ultra-high voltage(UHV)AC tie-line of North China power grid and Central China power grid,a control performance index,namely the multi-zone tie-line index(MT index)is proposed.The index is a combination of the basic ideas of both NERCs control performance standard(CPS)and standard T.This index focuses on the automatic generation control(AGC)of UHV tie-lines of interconnected power grids.It can be used to evaluate the subareas contribution(e.g.provincial power grids)to the control of power fluctuation on the main tie-line in a large power grid.Based on this,an AGC controller for suppressing the power fluctuation on main tie-lines is designed.Simulation results show that controllers designed under MT index can be used to suppress the power fluctuation on main tie-lines efficiently.
